companies recruiting and placing non-seafarers, including repair technicians, surveyors, ship-security personnel and other prescribed technical categories.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under <strong>DGMA Circular No. 68 of 2026, dated 13 October 2026<\/strong>, the enhanced Recruitment and Placement Service Licence (RPSL) Module became operational from 15 October 2026. DGMA has discontinued fresh applications for separate e-Migrate authorisation for non-seafarers under Merchant Shipping Notice No. 02 of 2018.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Existing entities that hold non-seafarer authorisations but do not hold an RPSL licence have been directed to transition to the applicable RPSL licensing framework within three months from the date of the circular.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This update changes how recruitment and placement businesses must approach licensing, online applications and compliance for non-seafarer personnel.<\/p>\n\n\n\n<h2 id=\"what-is-the-procedure-to-obtain-a-non-seafarer-license-in-india\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_Has_Changed_Under_DGMA_Circular_No_68_of_2026\"><\/span>What Has Changed Under DGMA Circular No. 68 of 2026?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The circular introduces the following key changes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>No fresh separate authorisations:<\/strong> New applications for separate non-seafarer e-Migrate authorisation under Merchant Shipping Notice No. 02 of 2018 are no longer accepted.<\/li>\n\n\n\n<li><strong>Three-month transition period:<\/strong> Existing authorisation holders that are not RPSL licence holders must transition to the applicable licensing framework within three months from 13 October 2026.<\/li>\n\n\n\n<li><strong>Enhanced RPSL Module:<\/strong> The upgraded digital platform supports fresh RPSL applications, unified licence applications, renewals, inspections and other licensing-related services.<\/li>\n\n\n\n<li><strong>Unified licensing framework:<\/strong> The enhanced module provides for a unified licence covering recruitment and placement of seafarers and applicable non-seafarer or technician categories.<\/li>\n\n\n\n<li><strong>Compliance obligations continue:<\/strong> Entities must comply with applicable licensing, inspection, bank guarantee, fee, reporting and other requirements under the Merchant Shipping (Recruitment and Placement of Seafarers) Rules, 2026.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Companies should review their existing authorisations and determine which licensing action is applicable to their current status.<\/p>\n\n\n\n<h2 id=\"what-are-the-requirements-to-apply-for-a-non-seafarer-license\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_Is_a_Non-Seafarers_Licence\"><\/span>What Is a Non-Seafarers Licence?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A non-seafarers licence was previously associated with separate e-Migrate authorisation for entities recruiting and placing certain categories of personnel who do not serve as regular seafarers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Depending on the nature of their work and the applicable regulatory classification, these personnel may include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Repair and maintenance technicians<\/li>\n\n\n\n<li>Engineers and technical specialists<\/li>\n\n\n\n<li>Surveyors<\/li>\n\n\n\n<li>Ship-security personnel<\/li>\n\n\n\n<li>Riding squad personnel<\/li>\n\n\n\n<li>Other prescribed non-seafarer categories<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These individuals may be deployed onboard vessels for specific technical, repair, maintenance, survey or security assignments rather than as part of the vessel&#8217;s regular crew.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Important:<\/strong> The previous separate authorisation route has now been discontinued for fresh applications.
